I suppose you downloaded it on another computer, so go to that computer, copy the iso file to a usb stick, carry the stick to your debian machine without network, and copy the file from usb stick to a directory of your choice on the harddrive, again using normal copy command or filemanager.

I have tried setting the default boot target with : systemctl set-default graphical.target. and also confirmed the default target with : systemctl get-default. which is set to graphical target.
