The Rosa Fire burning along Highway 74 grew to more than 1,600 acres with 15% containment Tuesday afternoon, according to an update from Cal Fire.

Many residents had complained of being unable to reach their homes because of roadblocks, despite not living in mandatory evacuation zones.
