Another massive winter storm is forecast to pummel the southern and eastern U.S., with impacts from Texas to the Carolinas.

The Kansas City metro is still digging itself out from a nearly-record 11 inches of snow that got dumped by a blizzard over the weekend. Roads remain icy and treacherous, however, and much of the city remains shut down.

Kansas City is preparing for its first big winter storm of the season. Meteorologists warn that the timing of the cold front could affect snowfall totals and ice accumulation.

Kansas law reads: “No person shall drive any motor vehicle with any sign, poster or other nontransparent material upon the front windshield, side wings or side or rear windows of such vehicle which substantially obstructs, obscures or impairs the driver’s clear view of the highway or any intersecting highway.”
