Autodesk have created a new application called Autodesk: Character Generator that aims to ease the process of getting a character model up-and-running for testing quickly.

Autodesk has expanded its cloud offering with the launch of Character Generation, a web-based application that enables user to create customized, rigged and ready-to-animate 3D characters.

Since the 3D Character Converter is an external app outside of RPG Maker Unite, it could be purchased separately. However, all RPG Maker Unite users are able to download it for free!
