WATERBURY— State and local agencies are working on mitigation strategies as major portions of Waterbury and some surrounding towns are without water for the foreseeable future after a break in the city's high-pressure water main near Thomaston Avenue, leaving hospitals and emergency crews to call on water trucks for service, officials said.
